The 95th-percentile queue is defined to be the queue length (in vehicles) that has only a 5-percent probability of being exceeded during the analysis time period. It is a useful parameter for determining the appropriate length of turn pockets, but it is not typical of what an average driver would experience. Driver experiences would be better characterized by the mean queue length (which can be computed as the product of the average delay per vehicle and the flow rate for the movement of interest).
